Vigilance Department of GUVNL is headed by an IPS officer of the rank of Additional Director General of Police (ADGP/IGP/DIGP) from Gujarat Police (On deputation).
Main function of Vigilance Department GUVNL is to keep close watch on pilferage of electricity from the network of subsidiary companies. Over and above, Vigilance Department also coordinates with all subsidiary companies for security and vigilance related issues and Proactive vigilance activities to prevent future frauds.

Main activities are:

A. Installation Checking

24×7 Central control room is operative where anyone can give information regarding theft of electrical energy. The telephone no. are 1800-2333030 (toll free from BSNL Lines) & (0265- 2356825). Information received is handled confidentially and should the informer desires so, his/her anonymity is preserved. In GUVNL website also there is provision of submission of information regarding power theft. For submission of such information, which is general in nature, informant doesn't get any monetary reward.
To encourage people to come forward and submit information erstwhile GEB had introduced a scheme of cash reward (based on recovered amount due to submission of information) as an incentive. For eligibility for getting cash reward power theft informer has to submit detailed information in prescribed format. Name, address and amount paid to informer are kept strictly confidential. The same scheme is still operative under GUVNL Vigilance Department.
To take appropriate confidential actions on such power theft related information, Installation Checking Squads are functioning in each O&M circle in each subsidiary company MGVCL, PGVCL, DGVCL & UGVCL. Engineers from group companies have been deputed to GUVNL Head Quarter to co-ordinate centralized MASS CHECKING DRIVES in Head strong areas and High loss areas as and when required.

B. GUVNL police ( Protection of IC squads, FIR & Investigation )

For dealing with cases of power theft, Government of Gujarat has created 16 (sixteen) dedicated GUVNL Police stations at Vadodara, Nadiad, Godhra, Bharuch Surat, Valsad, Sabarmati, Himmatnagar, Mehsana, Rajkot, Jamnagar, Junagadh, Bhuj, Surendranagar, Amreli and Bhavnagar for lodging FIR & investigation thereof.
To provide protection to Checking squads during various installation checking drives.
Additional Director General (Security) GUVNL Vadodara supervises the functioning of all these Police Stations and co-ordinates with the State Govermanet for effective functioning of these Police Stations.
Officers of the rank of DySP, PI, PSI level and Staff in ASI, HC cadre from the State Police Department are working on deputation basis to facilitate the functioning of these Police Stations.

C. Security of Vital Installation/Premises

An IPS officer of the rank of ADGP/IG/DIG of GUJARAT Police, is the head of security at GUVNL and co-ordinates with all subsidiary companies of GUVNL in the Security related matters.
For security related issues of GUVNL and subsidiary companies, GUVNL has posted DySP (Security) whose main function is to look after the security of various premises (including vital installations) of GUVNL and its subsidiaries.
Technical scrutiny of tenders of contract base private security guards done by Security officer, EE(Vigi) & Dy.SP(HQ) for subsidiaries of GUVNL.

D. Inquiries and Pro-active vigilance activities

Allotment inquiries for anonymous, pseudonymous and GVC referred complains pertaining to corruption/irregularities and monitoring thereof.
ADGP(S) is appointed as Chief Vigilance Officer of GUVNL.
Dy.SP of concerned Zone (Rajkot, Mehsana, Surat and Vadodara) are appointed as Chief Vigilance Officers for PGVCL, UGVCL, DGVCL and MGVCL respectively as well as Dy.SP(HQ) is appointed as CVO of GETCO & GSECL.
Pro-active vigilance activity arranged periodically in all subsidiaries of GUVNL which headed by SE(Vigilance)-GUVNL. The activity mainly started from July-2020 to prevent future frauds in the subsidiaries of GUVNL.
Engineers of Vigilance department are also entrusted certain inquiries by CVOGUVNL. Committee of special officers formed by GUVNL to enquire critical inquiries.
